Mit dem Ende der Luftschlacht um England wurde Deutschlands Zivilbevölkerung bombardiert. Während die Luftwaffe nie einen schweren Langstreckenbomber besaß, hatten sich Großbritannien und die USA auf deren Entwicklung konzentriert. Das Bomber Command der Royal Air Force stand unter der Führung von Arthur Harris, einem Verfechter des Flächenbombardements – ein Euphemismus für die Zerstörung von Wohngebieten von Städten.
